2.资格和业绩要求：
（1） 资格要求
A．制造商通过ISO9001质量体系认证，并提供有效的质量体系认证证书；
B．投标人的制造工厂应为完成本项目产品的设计、成撬和测试的制造商。投标人提供的必须为经过成熟应用的产品，不接受新研发的产品。
C．本次招标接受代理商投标。代理商需取得原厂家针对该项目投标的独家代理授权。
D．如果投标人为境外注册公司，需提供有效的公司登记注册证明。
E．如果投标人为境内注册公司，需提供有效的营业执照（具备独立法人资格）、一般纳税人证明/税务登记证、组织机构代码证复印件，并加盖公章。
（2） 业绩要求：
1、自2011年1月1日至投标截止日，投标人的制造工厂最少提供过两套双螺杆泵用于海洋环境设施，至少成功运行两年以上的业绩（成功运行两年的时间段需在业绩评审有效期内）。两套双螺杆泵需同时满足以下要求：
（1） 排量在大于等于130方/小时，进出口压差大于等于3265kPa；；
（2） 介质为生产水/原油/混输介质（油水气）；
（3） 泵为连续运行（非间歇式运行）。
2、如设备制造工厂授权代理商参与投标，代理商需提供原厂家长期合作的代理授权（比如区域授权或行业授权或与本设备制造工厂成功合作过的至少两项代理业绩文件）。
3、投标人提交的制造工厂的业绩证明文件包括但不限于：合同/订单复印件（仅需合同首页、签字页及供货范围页）、关键技术参数（如技术规格书或设备布置图等）和用户/第三方签署的成功运行证明文件（如调试报告，或设备接受/完工证书，或用户出具的设备投入运行的证明信函）；
投标人所提交制造工厂的业绩证明文件必须至少体现以下内容：项目及用户、货物名称、供货数量、使用环境（海洋环境，非海边码头和陆地炼化厂）、关键技术参数、运行时间等要求；
4、代理商的业绩（仅适用于代理商参与投标）证明文件必须为：与以往代理过的该设备厂商间合同复印件和交货记录（不限产品）。
3. 有兴趣的合格投标人可通过以下方式获取招标文件：

Project overview: Liuhua11-1/4-1 oilfields continued development project will include one 8 legs fixed jacket platform and one new built FPSO, which are located in the Pearl River Mouth Basin, South East. China Sea. The FPSO is cylinder type and multi-point moored that the water depth is about 300m.

2. Requirements for Qualification and reference of Bidder/Manufacture:
（1） Requirements for Qualification of Bidder:
A、The manufacturer of the Bid Goods shall pass ISO9001 Certification, and the Bidder shall provide valid Certificate of Quality Management System Certification.
B、The bidder’s manufactory shall complete the products design, components procurement, assembly and function testing, Bid by Agent is accepted. The products proposed by bidder shall be reliable product to be proved , prototype equipment shall not be acceptable.
C、The agents bid shall be accept. The agent shall be Exelusive Agency of the original manufacturer for the bidding on the project.
D、If the bidder is an overseas registered company, it shall provide valid company registration certificate
E、If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license（with independent legal person qualification）, general taxpayer prove/tax registration certificate, organization code certificate shall be provided（all documents within the validity period）;
（2） Requirement for Bidder_EpSingleQuotes_s reference:
Since Jan. 1st, 2011 to the bidding deadline，The bidder’s manufactory shall have delivered at least two sets of twin screw pumps offshore facilities and work successfully beyond two years。Two sets of twin screw pump at the same time to meet the following requirements:
1、Flow rate is at least 130m3/h, differential pressure between pump inlet and outlet is at least 3265kPa.
2、The pumps applied in medium of produced water/crude oil /mixture（oil,water,gas）.
3、The pump shall be continuous full load duty（not intermittent running）.
If the bidding is represented by agency authorized by manufacturer, the agency shall provide the long term authorization document（division authorization, or indurstry authorization, or at least two provious projects reference cooperated between agency and manufacture）。
A. The Bidder shall submit the manufactory’s reference supporting documents, not limit to: 1）copies of contract/PO（only front page, signed page, supply scope page）; 2）Equipment general layout with key technical parameter;3） One of equipment in service document（commissioning report, or certificate of acceptance/completion, or End user issued equipent in-service letter） signed by Client/End user/third party to verify the in-service date;
B. The corresponding manufactory’s documentary evidence submitted by the Bidder shall at least demonstrate the content showed as follows: project name, end user’s name, equipment package name, quantity, usage circumstance （offshore facility, exclude costal terminal and refinery chemical plant）, key technical parameters, date of in-service.
C. The documentary reference for biding agent（only for bidding by agent） shall be atleast: copy of authorization with previous equipment manufacturer, copy of contract and delivery records（no products limiation）.
3.
